The need for specialized services is heightened in these communities that often lack immediate access to resources.

The most vulnerable groups facing these barriers are often youth in facilities where the risk of abuse may be higher due to the limited oversight and resources available. Youth of Native Hawaiian and Pacific Islander descent, who make up a substantial percentage of the juvenile population, may experience additional cultural and social barriers that complicate their access to support services. Nationally, studies have shown that young individuals from marginalized backgrounds face heightened risks; effectively addressing these disparities requires a targeted approach tailored to Hawaii's specific demographic and geographical context.
