As of 2023, the state reported approximately 6,500 individuals experiencing homelessness, with noncitizens constituting a growing segment of this population. Factors such as high cost of living, limited housing supply, and geographic isolation contribute to barriers faced by these individuals. Coupled with the cultural and linguistic diversity of Hawaii's noncitizen community, the need for specialized support becomes evident.
Across Hawaii, noncitizens, including seasonal workers and refugees, often encounter difficulties in accessing stable housing. Many lack understanding of local housing laws and resources, while others face systemic barriers, including discrimination and financial constraints.
