Urban applicants on Oʻahu more often hold formal degrees in anthropology but lack fluency in ʻōlelo Hawaiʻi required for authentic practice.
Workforce_first structure requires applicants to document existing teams rather than proposed hires. Proposals must list at least two certified cultural practitioners per site and provide evidence of prior collaboration on state-recognized projects. Training plans that rely on mainland consultants receive lower priority because they do not build local capacity.
The funding therefore supports stipends for master-apprentice pairs who already maintain access agreements with ʻohana lands. It also covers inter-island travel for quarterly coordination meetings held at the Bishop Museum, addressing the constraint that no single island contains all required expertise. Unlike California programs, Hawaii mandates proof of Native Hawaiian lineage verification for lead practitioners to align with state-recognized cultural protocols.
Geographic constraints further shape eligibility. Projects on Molokaʻi and Lānaʻi receive automatic priority points because those islands have fewer than 15 credentialed practitioners total. Economic data shows that 68 percent of Native Hawaiian artisans earn below state median income, so budgets must demonstrate that grant funds will not displace existing tourism revenue. Broadband limitations on remote sites require applicants to submit paper-based reporting alternatives rather than digital platforms.
