This funding builds readiness by requiring applicants to submit a documented transport and power plan that accounts for inter-island logistics and seasonal weather windows. Proposals must list at least two alternative vessel or aircraft options and include a line-item budget reflecting Hawaii-specific utility rates. The program further requires verification that workspace access has been pre-confirmed with the host island's county permitting office, reducing last-minute cancellations.
Unlike California programs that assume continuous ferry or highway access, Hawaii applications must demonstrate extreme rural delivery capacity due to frontier island designation and single-airport constraints. Reviewers score transport contingency plans at 25 percent of total points, ensuring only applicants who have already secured vessel contracts or neighbor-island studio letters proceed to funding.
Hawaii's artist population is 71 percent concentrated on Oahu, creating a second readiness filter around inter-island equity. Successful proposals therefore include at least one collaborator or host site on a neighbor island and provide evidence that the artist has visited the proposed ecological site within the prior 18 months. This requirement filters out applications that treat the islands as interchangeable backdrops rather than distinct ecological systems with separate county permitting regimes.
