Programs serving Maui or Kauai must also address seasonal trade-wind patterns that restrict safe water entry to specific morning windows.
Readiness documentation includes letters from local hospitals confirming access to aquatic therapy staff and proof of liability coverage that meets state ocean recreation standards. Organizations without prior experience on state beaches must complete a 40-hour training module offered through the University of Hawaii's Kinesiology Department before funds are released.
The Hawaii Beach Sports for Disabilities Program supplies adaptive surfboards and beach volleyball nets sized for participants with mobility or sensory impairments.
