Hawaii's Capacity Gaps in Hula-Based Cultural Education
Hawaii faces documented shortfalls in the number of qualified hula instructors who can transmit mele and moʻolelo at the level required by county historic preservation standards. State data from the Department of Education show that only 18 percent of public schools outside Honolulu County employ staff with formal training in traditional hula protocols. This gap is most acute on Molokai and Lanai, where no certified kumu hula reside year-round.
Native Hawaiian students aged 12–18 in these counties therefore rely on intermittent visits from Oahu practitioners or online modules that lack hands-on transmission. The resulting discontinuity affects approximately 4,200 youth, according to 2023 enrollment figures from the Office of Hawaiian Affairs. Families in these communities also report travel costs exceeding $300 per round-trip inter-island flight, further limiting consistent participation.
Workforce constraints compound the infrastructure limits. The Hawaii State Historic Preservation Division maintains only seven staff positions statewide dedicated to Native Hawaiian cultural resources, with three of those positions currently vacant. Broadband mapping from the Department of Commerce shows that 31 percent of rural census tracts on the Big Island lack reliable connectivity sufficient for real-time video instruction in hula choreography and chant.
Existing facilities are concentrated on Oahu, leaving outer-island hālau to operate in community centers or private homes without climate-controlled storage for costumes, instruments, or archival recordings. These physical limits restrict the scale of workshops that could otherwise serve multiple generations simultaneously.
Readiness requirements for any funded project therefore center on demonstrated capacity to place trained personnel on each island for a minimum of nine months per year. Applicants must submit letters of support from the relevant island burial council or ʻAha Moku district representative confirming that the proposed curriculum aligns with county-level cultural resource management plans. Budgets must allocate at least 35 percent of personnel costs to inter-island travel or relocation stipends rather than equipment purchases. Programs that cannot meet these thresholds will not satisfy the state’s review criteria, regardless of the quality of proposed content.
Unlike applications in continental states, Hawaii review panels require explicit documentation that instruction will occur within the ahupuaʻa system and will not rely solely on digital delivery.
