This concentration creates distinct delivery challenges for educational programs targeting sustainable practices among small lodging operators and activity providers.
Hawaii's Rural-Urban Tourism Divide Rural counties outside Honolulu face seasonal workforce fluctuations exceeding 40 percent and limited broadband access below 25 Mbps in 18 percent of census tracts. Urban Honolulu operators already participate in state-certified green business programs at three times the rate of Maui County businesses. These disparities affect how training modules on waste reduction and cultural site protection can be delivered without requiring repeated inter-island travel.
Applications must document delivery mechanisms that account for Hawaii's 2,400-mile coastline and reliance on inter-island air and barge transport. Proposals that rely solely on Honolulu-based convenings will not meet review criteria established under the 2023 Hawaii Tourism Authority strategic plan.
Who Should Apply in Hawaii Qualified applicants include 501(c)(3) organizations and accredited postsecondary institutions with demonstrated capacity to operate programs across at least two counties. Lead entities must show prior work with the Hawaii Department of Business, Economic Development and Tourism or county permitting offices. Individuals may apply only as co-principal investigators attached to an eligible organization.
Application requirements include submission of a county-specific implementation schedule, letters of support from at least one rural and one urban business association, and a data-sharing agreement with the University of Hawaii Sea Grant program. Budgets may allocate up to 22 percent for inter-island transportation but must itemize costs using current inter-island carrier rates.
Unlike Colorado applications, Hawaii requires demonstration of extreme rural delivery capacity due to frontier county designation on neighbor islands. Reviewers evaluate whether proposed curricula address both coastal erosion metrics tracked by the Pacific Islands Ocean Observing System and revenue leakage data published by the Department of Business, Economic Development and Tourism.
