Workforce turnover averages 27 percent annually in community health roles, driven by competition from higher-paying hospital systems.
Readiness requirements for this grant therefore emphasize demonstrated ability to recruit and retain Native Hawaiian educators who can operate within existing county health department structures. Applicants must document partnerships with at least three island-specific clinics and provide evidence of prior curriculum adaptation that aligns with Native Hawaiian values around family decision-making.
